That statement is simply false. Go look at the actual history. At
the boundary there is an effect because people can move capital gains
into the years with the lower tax rate. If you look over more years
to remove that effect, lowering the tax rate has always resulted in
less tax revenue. Republicans love to make this claim and a few
actually believe it.
