Only problem is, long _before_ his baby "High Performance Computing and Communication Act of 1991" I already used the web extensively. That was in Europe but there were plenty of sites and contacts into the US and other countries. The guys who truly did it were not politicians, in my case and that of my first employer it was CompuServe. Heck, Gore hadn't even been in politics when that company was formed in 1969.

In my eyes people in office who brag too much lose credibility. Same for people not in office.
