Those websites clearly describe the accepted format for scientific
papers. This format is the accepted one precisely becasue it does reveal
how expereiments/studies are done, what data are collected, what
background information was used to evaluate the data, how conclusions
were reached, and what those conculsions are. If a paper deviates from
this format, it is *rejected*, pure and simple - it might be acceptable
to the local newspaper, but not taken seriously by anyone in the
scientific community.

Things are handled in a much more professional manner than they seem
to in the AGW world.
the correct format, please provide a number of links to these papers so
that people can evaluate this situation for themselvs, trather than
having to take your description on faith. I tried to google this, but
came up with a lot of references to blogs, and to many descriptions of or
comments about what's supposedly in verious papers, but as of yet, no
success in finding actual journal-published papers archived online -
still looking, tho.
If no such links exist, then at least the preliminary conclusion has to
be that your claim of "no data is provided" could be inaccurate.
I certainly do not believe a scientist like McIntyre would make any
accusations like this if their weren't true.
McIntyre's attitude can be described as "adversial". He is convinced
that everybody is busy trying to delude him, which rather over-rates
his significance in the scheme of things.

I think that shows what's going on.
Right. McIntyre is an obsessive nut, and his colleagues didn't want to
take the flak arisng from his irritating behaviour. The IPCC opinion
is - in fact - entirely defensible. Their job is to review the
published data, not to second-guess the journals peer-review
procedures (which aren't perfect, any more than any other human
institution).
The antics of a gadfly like McIntyre weren't going to be popular with
journal editors whose judgement he was calling into question, who are
all colleagues and acquaintances of the senior people in the IPCC.
McIntyre got lucky, and found an error in Mann's "hockey stick" paper.
He's been looking for a similar triumph ever since and has yet to find
one. Is the irritation he causes worth the problems that he has
revealed?
