A P/N may have several sources. In this case, each engineer may
have specs that he is interested in (often reliability specs) and
each gets a P/N. The component costs may vary widely (like three
orders of magnitude).

As you say, some second sources... aren't.

In this case, the spec is the spec. The vendor's spec is
meaningless. OTOH, if the designer didn't spec the important
parameters who knows what's going to happen (including fires).
