While I rather not defend Larry Craig, it is questionable that the
stuff he did in the stall was to solicit sex with the guy in the next
stall. Seriously, putting your foot too close to the other stall means
"let's get it on?" Says who? It's not like that that deal regarding
Bob Allen.
It depends upon how it's done. ALso, IIRC it wasnt' just putting his foot
too close to the stall, IIRC said foot extended into the neighboring stall
and tapped the foot of the guy in said stall. That is way more than just "a
wide stance"! Also, signals are signals precisely because they'd be
understood by someone with similar, well, "interests", and not understood by
those who don't.
Personally, being very protective of my personal space (and, OK, somewhat
paranoid), if someone shoved their foot into *mine* while I was on the pot,
said foot would very likely end up with several broken bones.
