Wrong, the Soviet Union was officially atheistic.

Peopel who practiced religious rites weer jailed or otherrwise punished; cathedrals were closed or turned into sotrehouses and put to other untilitarian purposes.
From the very beginning, the USSR officially declared the freedom of religion. There were some anti religious atrocities during the civil war and Stalin's repressions, however in the modern times anyone could practice religion. Although it was strong anti religious propaganda; and being a practicing believer was definitely not a good career move; but nobody was punished for that.
