For KAL 007 ? It was an incursion into their airspace. Hint: NEVER fly KAL -
their accident record is shocking. The flight crew did not respond to warning

Mind you it did for the first time (Vincennes was another) illustrate that the
military should be able to broadcast on civilian frequencies.
Funny thing they do have the capability, and used it in the USS
Vincennes incident. but very inadequately.
The US can do it. The Russian planes could not. It is claimed that
the USSR was careful to prevent its troops from being able to
communicate with the other side in any way.
