In the US we used to mock and deride places where
Police said "Papers Please!" and citizens here felt
protected by our vaunted Constitutional Rights.
The places with tribunals and cops saying
"Papers Please!" were always far away and
a subject of scorn.
A man was driving a pickup trick a few years ago
and the police were looking for a suspect that
in NO WAY did he resemble but they asked
for his ID/drivers license. He asked why.
They arrested him and it went all the way to
the US Supreme Court, with massive support
on both sides. Citizens rights groups of various
kinds on one side and Law Enforcement interests
on the other side.
The US Supreme Court KNEW that if they heard
the case there was no legal basis in the US to
force identity without REASON. Rather than be
forced to disgrace Law Enforcement, the US
Supreme Court simply refused to rule on the case.
The terrorism threat has been abused to expand
government authority in the USA.
Ben Franklin said those who would give up
Liberty for Security deserve neither.
REAL security does not involve LEO's demanding
ID from a guy in a pickup truck who blatantly
does not resemble the suspect they seek.
The biggest problem for the Supreme Court and
the LEO's involved was that the pickup truck
was rigged with cameras and the video of the
actual Police stop played on YouTube.
In addition, video captured by cameras
mounted in Police cars has been more of
a LIABILITY for LEO's (boon to citizens rights)
than an asset in prosecution.
In some cases, video ends up with unexplained
gaps, despite perfectly working equipment.
In one case video where a woman was strip
searched by male police officers was produced,
but one thing visible in the video was another
camera recording, and that footage had not
been handed over to attorneys suing the LEO's.
That case was particularly
bad because the woman cops strip searched
was a victim/complainant arrested by mistake.
In the UK it's my impression that Law Enforcement
doesn't have to put up with any such citizen exposure.
Almost anything Law Enforcement in the UK finds
awkward can be declared a state secret.
Inch by inch the USA is heading for the same
situation. Gradual Socialism is not seen as a threat.
