There are patents currently in force which were originally filed prior to
WW2. Once a patent is filed, the grant (and subsequent expiry) can be
delayed by continually submitting revisions. This is commonly termed a
"submarine" patent.

Since 1995, when the US ratified TRIPS.

What "lie"? Check your calendar; it isn't 2012 yet. There are patents
currently in force based upon the date of grant, not first filing. They
are not *yet* a thing of the past.

Filed 1944, will expire in July.
