You'll lose a lot of hostages that way. Remember, you're dealing with
Islamic thugs.

Probably the best way is to simply pay all the ransoms, compared to
the "bailout" it's just pennies ;-)

Then hit Somali with MOAB's from the coast to 10 miles inland,
starting with Mogadishu. Then watch with drones for ANY boat leaving
the shore and use "auto-sink" ;-)

Piracy will stop.
