When trimming the ftp address
(ftp://publicftp.msd-tech.net/romem-1.3.zip) to www.msd-tech.net you're
redirected to http://www.msdus.com which also owns the
http://www.romem.com domain name, so you might try to contact them.
Quick search for romem-1.3.zip gives:
