When my house was built a couple of years ago the installer ran Cat 5e for everything. He said the cable price difference wasn't worth messing with something different for phone. The face plates are either rj-45 for Ethernet or rj-11 for phone. On the phones he just left 2-pair unused. All the wires end up in the basement. The phone cables go to a Cat 5 punchdown block (2 pair on each cable unused or "backup"). The Ethernet cables go to a switch. I considered using a patch panel for Ethernet but thought that was overkill for the number I had.
