That's what I'm planning for my house under construction. Multiple cat5e
from a cabinet to all rooms (star topology). Then any socket can be either
phone or LAN by making the right connection at the patch board in the
cabinet and plugging in a simple adaptor in the room.
In practice I may use a DECT cordless phone system and hook up the base
station to a Skype router...

That way any cordless phone in the house can make/answer Skype or regular
POTS calls.
