It needn't be that draconian on the *responsible* Google Groupers.
The fly in the ointment is incompetent Google Groups management.
All it would take to solve the spam problem
is to fire the guy currently in charge at Google Groups
and task the guy who got the Gmail spam problem solved
with dealing with second-time Google Group spammers.
The assignment: No third-time spam
--just start blocking IP addresses (or ranges)
...and if that's not adequate, entire domains.
(Filtering by content--something Google is probably loathe to do--
would REALLY put the capper on blocking known spam.)

Yeah, but...
The problem is that Google doesn't give a *** about USENET.
What they're concerned about is people "misbehaving" on the web by
screwing around with people's web pages.
