Sony GDM20SE2T slow starter

My Sony GDM20SE2T takes 15 minutes or more for the display to come on. After
reading multiple items on this newsgroup and across the web, it sounds like
I have a capacitor that needs replacing. I have found one that shows
200megOhm resistance and steadily goes down when I test it with a DMM. It is
a 220?F 400V cap so I would imagine it shouldn't read like this. Am I on the
right track, and if so...where would be the best place to get a replacement
for it and any others I find that are trashed?
