This is pin distortion. All CRT monitors have this to some amount. The
tolerance for this depends on the manufacture specs. Depending on the model,
this can be adjustable to some extent. But, non of these are near to
perfect, unless the monitor is a very expensive model. Even in the same
model series, due to tolerances, there may be some monitors that are better
or worse than others.
If the problem is very severe and it was good before, then this would be
attributed to some components wearing out.
