Have you checked the picture tube heater voltage ?
It sould like you may have a weak electrolytic capacitor in the circuit
that supplies the heater voltage. It should be in the range of 6 to 6.3
volts DC. If it is way low, I would follow the heater circuit
line down from CRT neck board to the main circuit board. The capacitor
is probably located near the secondary outputs of the switching power
supply. Probably some value like a 470Uf @ 16 volts. Usually, these are
easy to fix.
