1-as someone stated, there is a tape shut off sensor lever that must be
held up to allow the transport knob to lock.
2-I have found that failure to lock in spite of the sensor position is
caused by lubrication and alignment problems in the sensor mechanism. This
is quite a bit of work to fix, and requires removing the entire head plate
to access the small pawl mechanism that locks the knob when tape holds the
sensor up. If you have the service manual, I can refer you to the relevant
parts.
