This is a Usenet "standard". It's been in place for many, many years.
That many people don't know it (or don't adhere to it) is a seperate issue.
Standard protocol seems to have better adherence in mailing lists
(e.g. piclist) than on Usenet.

Again, a Usenet standard.
misc.industry.electronics.marketplace exists for exactly this purpose.
In non-marketplace groups, selling onesies or twosies of personal gear
(while against the rules) is generally tolerated.
Commercial efforts are also tolerated when done in moderation,
but (often) are not in keeping with the charter or the spirit of the group.

of manuals (even non-free) amounts to a valid bending of the rules.
BTW, I, too, use a browser (not a newsreader) to access Usenet,
so I don't filter automagically either (though I do by sight).
All I ask is full disclosure.
