Panasonic VCR

I have a Panasonic PV 4260 (oldie but goodie) on which the picture and sound
break up intermittantly. I've tried cleaning the drum, but there are a few
tiny rough spots on the drum that look like corrosion. Could this be be the
source of the problem? I've tried both isopropyl alky and lighter fluid to
remove the spots. They are/were whitish bumps less than a millimeter wide
adjacent to the heads, on the bottom edge of the rotating part (one for each
head, it seems, although they are varying distances from each). I was able
to scratch off the residue, but the area remains somewhat rough.

The problem occurs about once every four to six seconds. The picture gets
noisy, the sound (hifi) drops out, sometimes the picture drops out
completely; then everything goes back to normal. Sometimes it happens in
clusters...other times, it remains okay for ten to fifteen seconds. Does
this sound like the tape snagging on the head, or some other tape path
issue?

I suppose it would be useful to open the machine back up and observe the
tape as it is running, but I thought I would ask here first.
