Help! halogen lamp & fuse

This is a question that may offend the reader because it is so
incredibly basic, but my deep ignorance and fear of setting off a fire
compels me to make this inquiry. The floor dimmer box on my halogen
torchiere died. I noticed that I could probably just cut the power chord
where it enters the dimmer box, and install a plug to resuscitate the
lamp. But then I noticed that the dimmer box comes with a fuse. Since
I've heard that halogen lamps are rather accident prone, I wonder
whether the fuse is a necessary safety measure for the whole lamp, and
not just for the dimmer box. Would I be creating a fire hazard with my
proposed repair, just putting a plug on the power chord?
