The sound I hear is a click, very short squeal then another click. The
entire sound duration is less than a second. I believe the squeal is the
HV and the click is the relay. It sort of sounds like it tries to come on
then nothing.

I will replace that cap, should I replace it with a higher voltage rating
like 100uf, 35v?
