Go Video Power problem

In for repair Is a Go Video Model number DDV9650. It has a tape stuck in it and
no power on, only the display is pulsing or flashing. I checked the voltages
and they seem to be pulsing also. It has 2 decks and not sure which one migth
be the culprit and also no manual.. Any help out there? Thanks
