It may well be a resistor. With a very strong magnifying glass or
microscope, can you see any markings on it at all ? How did the one in your
other PS2 come to be missing ? Has it just fallen off the board, or has
someone already removed it ? In general, such items are pretty reliable in
the sorts of positions that this one is ( on a pin of an LSI )

I was removing a faulty modchip (Voltage protection mod for the
SCPH-70012's laser coil motor) and it broke off. Completely my fault
even though I was being considerably gentle with it and it didn't
happen anywhere else.
There are several other identical components (at least in appearance)
all over the PCB but none have markings. The larger ones do but not
these. Looking up the markings was the first thing I thought of but
there were none, hence the creation of this topic.
