Should come back on with the channel it was shut off with unless you
unplug it or lose your power otherwise so no it's not normal.
Very common for the backup battery to fail on old Philips sets. Just
replace it.

There is a battery to retain the prevous channel setting?
I doubt my 1985 Toshiba has a battery.
many sets of that era used either a battery (if I recall philips were
usually 2.4v 110 mAh ) or a low voltage capacitor with a very high
capacitance value.
this served to feed the micro when set was off, and thus retain the
channel presets, user preferences for colour, brightness, vol/tone
(sound) etc.
