is this an ITT nokia chassis? euromono? core 2?
have you connected a bulb on the HOT c-e terminals with it removed?
any b+?
i seem to recall having similar trouble with a core 2 chassis- poor
startup- resoldered a series thermistor in the psu and i think there
was a mod with a 1uf cap between gnd and a pion off the smps control
chip...anway lets not get ahead of ourselves. see if theres any b+

Sounds plausible remedies. Unfortunately other repair work is now taking
precedence and it has become a back-burner job.
