I had a similar problem with a Sony open reel deck. In that case is
was a stainless steel band with the composite which had decayed. I
replaced the composite with a strip of leather, in my case taken from
a worn out wallet. Works great. I glued the leather to the steel with
contact cement.

I tried some silicone rubber sleeving thinking that the hollow structure
would give squashiness and the rubber for the friction but it was too thick
and grabbing-on/stalling, rather than braking in the forwards rotation
sense.
Leather sounds a reasonable structural equivalent, will give that a go.
