I found and briefly studied "Charge pumps" but I don't see that going to
very high voltages as in a VDG. Should I study further?
no... you'd need to cascade a number of them or make a really long one...
wondering...This would allow a high current low voltage battery to power a low
current high voltage charge in a light-weight application. Just
if it exists it doesn't make itself apparent under searches for
"electrostatic".

True, unless weight is a problem. In my application, it would be.
for low power the coils can be very small if the frequency is high.
Is you application an ion-wind driven flying device? sounds like fun.
