Connecticut Climate Change Act Signed into Law

June 24, 2004 [SolarAccess.com] One of the last official acts of
Connecticut Governor John Rowland (who resigned his post on Monday)
was to sign into law a bill that aims to drastically reduce emissions
of greenhouse gases within the state. Signed by the governor on June
14th, the bill, "An Act Concerning Climate Change," sets a goal to
reduce emissions of greenhouse gases within the state to 1990 levels
by 2010, and to 10 percent below 1990 levels by 2020. It also
establishes a procedure for determining reduction goals beyond 2020.
The goals apply to greenhouse gas emissions from all generators of
electricity and commercial and industrial sites, and include emissions
from commercial fleets of vehicles. Although the new law does not
establish enforcement procedures, it requires the governor's Steering
Committee on Climate Change to develop a climate action plan, and it
requires the state's Commissioner of Environmental Protection to work
to establish a regional greenhouse gas registry for collecting
emissions data. If efforts to create a regional registry fail, the law
directs the commissioner to evaluate forming a statewide registry.
