"Thermal depolymerization" has been around for quite a while as a
lab curiosity. It works just fine. The problem has been, in the
past, that it took about 5 units of energy to produce each 1-unit-of-energy
worth of oil.
Within the last few years, however, one group has found a way to
do it as a "net energy positive", and has gone commercial. See
<http://www.changingworldtech.com/>. I will note that I have not
been able to get any new information out of that web site for more
than a month now -- the claim that the Carthage MO plant will be
operational "in the next few weeks" has been there for at least a
few weeks...
