After I posted that, I got curious and did some new searching and
found a July 2004 "Discover" magazine update:

This says the Carthage plant is occasionaly running at partial
capacity, after fixing numerous defects (mainly poor welds by a
subcontractor). In addition, some "pre-engineering" (site survey?)
work has gone on for building a second plant. ConAgra is apparently
happy so far.
