What kind of 'math' are you looking for? This is a rather in depth study
and should supersede any assumptions I would make.

Low cost case:
     Onshore $.90/watt 35% utilization
     Offshore $1.20/watt 39% utilization

High cost case:
     Onshore $1.15/watt 25% utilization
     Offshore $.90/watt 35% utilization
