In my opinion, 'energy carrier' is a better term.

Hydrogen, becuase of its volumetric density and storage problems isn't
readily storable on a large scale. Its more akin to electricity, a
medium of temporarily transporting energy, than an actual synthetic
fuel that might be stockpilable and storable.
