Well, you could use water as a fuel with a really serious oxidizer, such
as chlorine pentafluoride. The devil is in the details, such as how to
handle a material that's hypergolic with water, and what to do with the
exhaust.

You could also use a natural source of falling water to drive a generator
that you use to charge a battery-powered car, but that doesn't count.
