The water electrolysis systems I know are working with an efficiency of about 65% - starting with electricity. Of course you can use the waste heat of a hydrogen factory just like the waste heat of the power plant producing the electricity required.

In case other sources of energy being used, there are more efficient ways to produce hydrogen - for example partial oxidation of coal or heavy hydrocarbons.
