Not even wrong.
No hydrogen fuel cell system is commercially available today that even remotely approaches ICE efficiency.
At best, a very SLIGHT efficiency improvement MAY eventually happen.
Except that the ICE efficiency is improving FASTER than fuel cell efficiency is at present.
