TITLE: 2005-P-DW-B Resolution on energy policy section 3 (9): (aka
DW-2)
RESOLUTION
Be it resolved that the existing subsection 3 (9) of the Green Party of
Ontario's energy policy which read as a clause subordinate to "...the
Green Party of Ontario advocates:"
"mandatory purchase by electric power suppliers of electric power
generated from renewable sources, at a substantial fraction of the
local
retail rate including the fully internalized benefit of avoiding
fossil fuel consumption (avoided cost), an appropriate capacity
allowance,
and an appropriate subsidy to induce economies of scale."
is hereby replaced by
"3 (9)
(a) the establishment in Ontario of a system of "standard offer
contracts"
(previously known as "advanced renewable tariffs" or in earlier form as
"electricity feed laws") similar to those used with great success in
Denmark, Germany and Spain, the leading producers of wind generated
electricity in the world in proportion to population. Such contracts
allow any person to supply additional renewably generated electricity
to the grid at fixed rates of payment, subject to restrictions on
generator capacity, or prior permission for very large installations,
and
power quality standards.
"(b) The Green Party of Ontario is in general agreement with the report
"Powering Ontario Communities" published by the Ontario Sustainable
Energy Association in 2005, but additionally the GPO believes that
the same principles should apply to large installations above
10 megawatts capacity, at slightly lower rates, and with prior
permission to ensure that the proposed capacity can be transmitted
to customers.
"(c) The GPO believes that payment rates for wind generated electricity
should vary from 8 cents to 14 cents per kilowatt-hour at 2005 values
for
wind generated electricity, depending on the strength of the local wind
resource, and for solar generated electricity should initially be at
the
OSEA recommended rates of 83 cents per kilowatt-hour for commercially
financed installations to as low as 67 cents per kilowatt-hour for
installations financed by low interest loans assisted or backed by
governments.
"(d) The GPO notes that the rates proposed for wind electricity are
close
to those for fossil fueled plants corrected for the health and
environmental costs of fossil fuels plus the benefits of dispersed
generation. Rates for solar electricity are intended to promote
technical progress and economies of scale in production as well as the
development of the infrastructure needed for mass installation. Solar
thermal electricity with or without the intermediary production of
hydrogen will be encouraged to compete with photovoltaic cells."
