That was indeed the idea.

Suppose there's a recharged battery required every 5 mins. Suppose it takes 4 hours to
charge. That requires a stock of 48 batteries either charged or being recharged prior to
'resale'.

So, simplisticly, your opening stock of batteries needs to be 48.

That stock can service any number of vehicles within the 5 min / vehicle requirement.
