You are comparing apples and rotten oranges. There was a rather recent DOD
study that could not come up with anything close to 37% in actual testing.
You are also comparing the optimum peak PEM output with a plain old ICE
vehicle. Efficiency over the power curve of PEM will not be the optimum.
My kid has a jetta tdi that gets 50 mpg without being overly careful with
his driving. So using your 37/17 we should get 110m/kg of hydrogen. Only a
fair comparison can be made with actual testing against a hybrid ICE
vehicle.

Next is to compare cost and see if it can ever become the 'people's car'.

This is an MIT article which to me is a lot less suspect than any government
study. Please give a link to the DOD study. Did you look at the article? It
seems pretty straight forward to me.
