The problem is that instantaneous water heaters do not provide nearly enough hot water. And basically piss people off.
Besides requiring outrageous rewiring costs.

And putting horrendous surges on the power line.

For maximum efficiency, they also would require proportional power control rather than a cold water mix. Requiring fancy control electronics.

Do the math:

1 BTU = 0.2931 watthours
1 gallon degree = 1.172 watt hours at 8 pounds per gallon
50 degree gallon summer rise = ~60 watthours
1 gallon 50 degree rise in ten seconds = 2160 watt hours or a 20 amp 110v service for 6 gpm flow. Or total exclusive use of a 30 amp service for winter water.

Assuming perfect insulation, etc...

This is one possible future application of supercaps that may actually be useful.

Here is a typical unit...

PowerStar AE115 – can support one major hot water application(ie shower) at a time in a warm environment. To see where the AE115 can be used reference our climate map. This model has two heating elements and each requires its own 40 amp breaker, so the AE115 requires 2 separate 40 amp breakers and a total minimum electrical service of 150 amps.

If instant hot water is costly, it makes no sense to mix it with cold water to make warm water. You create all your water by heating just enough.
