What is the best to date method to store hydrogen?

In a hydro-carbon. It's very efficient.

if hydrogen is needed to "cool down" neutrons in nuclear reactions, then water is quite good ;-)

Not water since the neutrons will interact with the proton and not just collision but nuclear reaction. You want deuterium oxide (heavy water) to "cool" neutrons to thermal velocities that is the usual moderator.
