Electrolysis is inherently useless for bulk hydrogen because of its
staggering loss of exergy. There ALWAYS will be more intelligent things
to do with high value electricity ( such as grid, wind, or solar ) than
instantly and irreversibly destroying most of its value.

JW, don't you realize that an old fashioned TV antenna simply sitting
on a roof will provide between Microamps and Milliamps of current to
ground? It's sufficient potential and current to illuminate a small
neon bulb.
Why, becaue their it a voltage or potential that exists between the
earth earth and the ionization layer in the atmosphere. I would dig
out an old book that I have on atmosperic electricity, but considering
you, won't bother. Maybe if you search on the term "Atmospheric
Potential Gradient" you might find it. but since you lack the
inclination or how to Google, I doubt if you will.
