Until you're shipping hydrogen, use of the present tense as above is indeed
premature.

It should be "USOAL is building plant to make hydrogen to sell".

I'm selling hydrogen today. So, saying you can buy hydrogen from me
today is quite accurate.

I bought a red sofa for a lady friend a few years ago. I went to the
store, looked at the sofa, she selected it, and I paid for it. It was
delivered 10 weeks later. Yet she thanked me for buying her the sofa
that day, and the salesperson said I made a wise choice with my
purchase.

I bought a Porsche some years ago that I wanted, and the dealer took
my deposit and arranged financing and it took 12 weeks to get the car
I had ordered - delivered at the dealership - before I could drive it
off. Yet everyone I knew was excited by my purchase that day.

ChevronTexaco discovered an oil field in 1986, and didn't start
developing it until 10 years later. Then they went through a 3 phase
process to develop it to its full potential. They got money to
develop this field by selling what they thought they could produce
from the field based on their best estimates. They sold a commodity
DECADES before they actually shipped product.

In all cases, these folks would run afoul of your grammatical rules.
Yet people routinely speak and act in this way when making major
purchases.

So, its your understanding of reality, or rather, your penchant to
spin whatever I say or do in the most negative light possible, that is
the issue, not the reality of what I am doing today.
