Evidently this is a crackpot "Green Site" with no connection whatever
to MIT, and likely no clue.

The quote attributed to MIT is possibly the opinion of some
undergraduate student, most likely a freshman who with his limited
knowledge of basic science, and who is very unlikely to ever graduate
from MIT.
I'm amazed he's even a freshman !
More likely it is one of the traditional MIT student pranks, just like
calibrating the Harvard Bridge in units of "Smoots". (If you are
unfamiliar with the 'Smoot' distance mearurement unit, Google the
term.
Trust me in telling you, I cannot imagine anyone, anyone at MIT
believing in any magic additive that will modify Faraday's rules of
electrolysis.

That's about the only explanation that makes any sense. In one of the
idiotic articles, Nocera is quoted as saying "light comes from
photovoltaics" and that the light interacts with his cobalt catalyst.
Believe it or not.
Moreover the stupid interviewer didn't even question it. Did he misspeak or
is this thing, as you say, nothing but a giant prank. It sure makes no sense
whatsoever as presented.
It's not good for science though. April 1 would be another matter.
