Not entirely. This article clearly states that in the 1980's millions
of cars were sold and used daily that were alcohol-only:

Incorrect. It is impossible to differentiate between
ethanol fuel (180+ proof minimum ethanol) and moonshine (180+ proof
ethanol), therefore "industrial ethanol" was not legal to produce.
If that had not been the case then the Kennedys would not have had
to important the stuff from Ireland in order to get rich.
