I think the problem is cost. Little demand for ethanol that isn't
subsidized, because it is more expensive than gas' $2 per gallon or
whatever.
If cellulosic ethanol can be produced for $2 per gallon or so, the
industry should take off...but it would probably be more industrial
than backyard operations.
Ethanol today, doesn't exist without subsidy. I guess you could make
moonshine in your backyard and mix it with gasoline (not sure if it's
legal...maybe just illegal if you want to sell it), but it would be a
chore only the hobbyist would love.
