I think this may be exacty the way forward, gocarts. They need
separate lanes to cars, with barriers, thats the biggest problem. The
plusses are:

* a huge amount of (short range) journeying can be done with miles
less fuel use, so a big reduction in energy use
* the danger from a powered gocart is far less than from cars, so
expect less deaths
* a go cart will cost a fraction the price of a full size car, making
transport use up much less resources
* 4 to 6 carts can fit in the space of one car, wiping out lots of
town centre congestion problems, which means:
*- quicker journeys and thus more productivity
*- less fuel use
*- lower costs to business vehicles on the road at rush hour times
*- thus cheaper goods and services

The positive effect on our material well being would be significant.
With a 30mph top speed there would be no extra journey time added, and
by clearing the roads journey times would be much reduced.
