Try to think how this would 'improve' the world and how it might harm the
world. Stop warming oceans to stop hurricanes/typhoon and what else would
happen? Would India like to forego its monsoon season permanently because
of shifts in ocean currents?

After harvesting such expansive areas of ocean for this induced algae
growth, you what, take it to shore and burn it? Feed it into some anaerobic
digester to make methane? Take the residue and dump it back into the ocean?

Think about your *whole* plan, not just some self-centered little piece of
it.
