Also, once freon reaches the stratosphere some portion of it is broken down
by UV into free radicals, the active agents in ozone depletion, resulting
in a locally lower concentration and partial pressure thus making way for
more freon. The resutling free radicals are smaller, not as heavy and
water soluable.
