For the same reason you can't use the force of gravity to run a perpetual
motion machine. You can extract energy from an object by allowing it to move
lower in a gravity field, but it takes energy to lift something back up
against gravity. If you had a device which lifted things and lowered them
again to extract the energy, which was 100% efficient, you'd break even. As
100% efficiency isn't possible, you'd only lose. We use water moving lower
into a gravity field for power in hydro dams. The reason it's a net source
of power for us is that the sun provides the energy to evaporate it (that
energy comes from fusion), so it can float upwards, then rain down into a
reservoir again. Some power plants do pump water up into hydro power
reservoirs, as a way of storing some power for peak usage times, but again,
it's less than 100% efficient & even 100% efficient would only be break
even.
